I have been researching, the Final Drive Gearing, on my wife's and my Rebel's for the last 9+ years.
The gearing on your Rebel, is your CHOICE. NOT MINE. I'll never post that you should, try, or change your gearing. I am only posting DATA (information), that I have recorded over the years. What you do with the information is your choice.
When I started the research on the 14/27t sprocket set. The reviews weren't positive. So I produced a video of my Rebel. On a speed test, from 0 to 70 mph. Uploaded to youtube. To show how the Rebel performed. Scroll the video up and read the environment conditions that the Test was performed in.

Final gearing has more opinions than politics!!!! I can only reply to the gearing I have tried personally on my own 250, which was a 14/28. I did not go to the 14/27 and was glad I didn't although I very soon went back to the stock gearing of 14/32. The higher gearing did make first gear a little more useful and the engine did not buzz quit as bad, the bike did have the same top speed of 80mph on flat grand although it took considerably longer to obtain that speed, if there was any and I do mean any head wind or up hill grade then 80 was not obtainable. I was fairly pleased with the higher gearing of 14/28 until I rode double with my girlfriend, the extra weight killed the top speed and almost any slit upgrade required a down shift the bike just did not have the power to pull the taller gearing. Please let me iterate on the weight of my girlfriend because it plays a part of this equation and would be in my best interest to do so for when she reads this, 118 Lbs. thank you. I think Honda did a very good job of gearing the Rebel for all around riding and fuel economy. The 28 tooth gear is form Rebel Gears and has about 250 miles on it if anyone wants it.

Did you have a Tachometer installed on your 250? I ordered my sprockets from Rebel Gears also. What's the price on the 28 tooth sprocket?

I did have a tachometer on the 250 but that has been so long ago I don't remember any of the RPM's in relation to the speed.
Price on the 28 tooth sprocket, I guess $30.00
the tachometer is form Bikers Choice at about $40.00 if anyone wants it also
